Will it tell us whether to marry?
No. It reads the two charts and the timing, and says plainly what supports the match and what asks for care. The two of you, your families and your pandit decide.
What if a birth time is missing?
You can still run it. The guna milan needs only the two Moons, which a birth date gives. Without a time, that person's houses are counted from the Moon, and the report says which parts rest on that.
