A birth chart is cut into twelve houses, each governing one department of life, always in the same order: the 1st is you, the 7th is marriage, the 10th is career. What makes them yours is where the cut begins, which is set by the sign rising on the eastern horizon at your birth minute. Two people born the same day four hours apart share almost every planet and almost no houses. Roughly half of anyone's houses are empty, because there are nine bodies and twelve rooms, and an empty room is read through the planet that owns its sign.
A worked example. Leo rising, so House 1 is Leo and the rest follow. Six of the twelve rooms are empty. The 1st has no resident and nothing watching it, and the 10th, career, is empty and run by a Venus standing over in the 11th.
Twelve houses, the same twelve subjects in the same order, for everyone who has ever been born. The 1st is the self and the body. The 2nd is wealth, speech and family. The 3rd is courage and siblings. The 4th is home and mother. The 5th is children, creativity and the mind. The 6th is debt, illness and daily discipline. The 7th is marriage and the other person. The 8th is endings and upheaval. The 9th is elders, teachers and fortune. The 10th is career and public standing. The 11th is gains and friends. The 12th is retreat, expense and release.
None of that is personal. Marriage is always the seventh. Career is always the tenth. If a page tells you your career house is the fifth, it is describing a different system, not your chart.
The first slice starts at whichever sign was climbing the eastern horizon at the minute you arrived. That sign is your Lagna, or ascendant, and it becomes House 1. The other eleven fall in behind it in fixed order.
The horizon moves about one degree every four minutes, which is why birth time matters more than birth date for this. Two people born on the same day, four hours apart, share almost every planetary position and almost no house placements, so their lives get weighted in completely different places. A sun-sign horoscope cannot tell you any of this, because it never asked what time you were born.
Without an exact birth time there is no horizon, and so there are no houses. Your planets are still computed and still correct, sitting in their signs; the twelve rooms are the part that needs the minute. We would rather say that than draw you a noon chart and call it yours.
There are nine bodies and twelve rooms, so at least three houses are empty in every chart ever cast, and six empty is entirely ordinary. Nobody has a career house standing vacant in the sense of having no career.
An empty room still belongs to you and still governs its subject in full. You read it through the planet that owns the sign furnishing it, and that planet is almost always standing somewhere else in the chart. An empty 10th furnished by Taurus is run by Venus, so to judge the career you go and ask how Venus is doing wherever it happens to be. That walk is the next unit.
The useful finding is usually not which room is fullest. It is which room has nothing standing in it and nothing looking at it either, because that is the department running with the least support, and the discriminator is then the condition of its owner.
