You will start when the plan is complete. When you have the right setup, the right knowledge, the right conditions, the right version of yourself. The trouble is the plan is never quite complete, and so the thing you want to do sits forever in the waiting room of almost-ready. You are not idle. You are working hard, just on the preparation instead of the project, and it never tips over into actually beginning.
Here is the gentle truth underneath: perfectionism is not high standards, it is fear in the respectable clothes of thoroughness. The need for everything to be perfect before you start is usually a need to be protected from failing, from being seen as not-good-enough, from the exposure of a first messy attempt.
